That’s the title of an article of mine (here) which was just published in the web magazine South Writ Large: Stories, Arts, and Ideas from the Global South, based at the University of North Carolina at Chapel Hill. The article was commissioned by editor Samia Seragaldin, who asked me to offer my personal sentiments and analysis of France in the aftermath of the November 13th terrorist attacks. The first half of the piece is my blog post of November 14th, written à chaud, which a certain number of people read at the time (it got a lot of hits). The second half is an update—dated January 20th—in which I discuss the reaction of the French government, i.e. of François Hollande and Manual Valls, to November 13th, specifically the état d’urgence and déchéance de nationalité. I will have a longer post on that subject soon.

I have to agree with much of what you wrote, so just a few “footnotes”:
There is some judicial control of house arrests, as some have been rescinded by judges;
You might have mentioned that under the “Etat de siège”, essential control passes to the military while under “Etat d’urgence” it does not;
No one has the faintest idea how many people are dual nationals. Just in the government, a number are, you are, several of my family are;
Naturally, the issue is among those brandished by many on the “principled”, Corbyn-type left who would prefer Hollande not to run again. Unfortunately, no one has a realistic, viable alternative, as you well know. Piketty for president? They must be joking. He is fine as an academic, period.
Bernard: If Hollande decides not run in 2017 one has a hard time imagining who could replace him, particularly as it looks almost certain that he will appoint Laurent Fabius – who’s been my candidat de rechange – to the presidency of the Conseil Constitutionnel when Jean-Louis Debré’s term ends next month. But no one is irreplaceable and someone always emerges to fill a void.
As for the état d’urgence/état de siège (thanks for clarifying the difference), this commentary (here) by Emile Chabal of the University of Edinburgh is good.
Well, I have to admit that my legal talents make it very difficult for me to understand the difference between the present state of emergency and what it would be if included inside the constitution (I thought it was there already, and now I don’t quite know where it is…). So perhaps I’m not qualified enough to steal Fabius’ next job. I would have loved as well to see him run, but that was never going to happen anyway as the affaire du sang contaminé terminated his political career much more effectively though just as unfairly than Hillary’s emails.
